Elements of the SPD were also part of an earlier consultation on Supplementary Planning Documents – Scope and Issues that took place in October / November 2009. Web2.1 This SPD is adopted as part of the council’s Local Plan. The document provides supplementary guidance for all parties involved in the planning application process for both small/medium and large HMOs, explaining how the council will assess proposals to convert properties to HMOs. 2.2 The SPD is not part of the statutory development plan.
